How does 2nd secretary moderate the call? One of our staff organizes the call and stays on the line throughout its duration. They control muting (very important for sound quality) and distribute control of “the ﬂoor” to people who have indicated they wish to speak. This stops people talking over each other. They also monitor security. For example, if an open board meeting goes to executive session, the Monitor removes the owners’ access to the audio until it concludes.
A scrolling meeting packet can be displayed for the beneﬁt of those attendees that are near their computer. But that is just an optional extra. The core idea is that everyone is able to attend and participate fully by phone, with no stress or annoyances.
